2025 Urgent Update Landlords on FPCS compliance:
The FPCS app has been updated again, and they have changed the requirements. According to the authority, all landlords who have foreigners staying with them must register their property and register the foreigners living within the property before February 21, 2025 . If they do not, they will face penalties of 30,000KHR per foreigner.
Any landlords who have foreigners as tenants and have not yet registered them should contact their local commune police station to organize registration before the deadline. One such law is the new FPCS under Circular No. 028 of the Ministry of Interior, released in July 2019, which mandates all landlords and owners of residences to report the presence of foreigners residing in their properties through an online system known as FPCS (Foreigners Present in Cambodia System).
Under the Article 18 of the Law on Immigration, the registration process must be completed within 24 hours from the arrival date of the foreigner. Landlords are responsible for submitting the necessary information through the FPCS app, which is specifically designed to regulate the presence of foreigners in Cambodia.
